Well considering the 22 being rested will be the 22 All Blacks, it'll be the NZRU doing the topping up.
Unfourtunately the provinces will probably still be paying the players contract.

3 months! Geeze that's insane to rest them for the whole season. It's going to back fire on them. They are out thinking themselves. The AB's are going down in '07. The only question now is who's going to win! ;)
