A single 5 day test counts 4 points, while the six T20s and ODIs count 2 points each (12 points in total). I'm not sure that the test counting double the single day matches is the problem; it may be more that the test is the first match played and so one side immediately has a 4 point lead (unless there's a draw).
On the other hand, if the test were the last match then there may be a chance of the Ashes being decided before the test. Maybe the test should be between the T20s and ODIs, so the most any team could be ahead was 6-0.
