Shouldnt there be a maximum RA top-up amount per franchise, otherwise this is just creative accounting because every team can just have the RA consume a small portion of each significant salary to ensure the teams technically stay under the cap every time without fail. Shouldnt there be a maximum of say 5million per franchise salary cap with a further maximum of 2 million per franchise in RA top ups. Therefor you couldnt hoarde a team stacked full of Wallabies at the other franchises expense. This whole system is so backwards considering there basically isnt a cap due to the top up scheme

TIF - I asked ASIC whether their investigation had closed. They replied saying,
“ASIC has concluded all enquiries that were commenced as a result of matters before the Senate Committee and there are no ongoing investigations.”
When I asked what the outcome was, the reply was,
“As you are aware, the Australian Securities and Investments Commission (ASIC) has been conducting an investigation into the conduct of the affairs of Melbourne Rebels Rugby Union Pty Ltd (formerly Melbourne Rebels Rugby Union Ltd) ACN 140 597 066 during the period 1 January 2014 to 31 August 2016.
ASIC has concluded its investigation. Following its investigation, ASIC has concluded that there is insufficient evidence to establish to a court that there has been a breach of the law.
ASIC may recommence its investigation, or commence enforcement action, if circumstances change, for example, if new information becomes available.”
Are the bookies taking odds on ASIC being disbanded after the Banking Royal Commission? If it does occur I imagine there will be a lot of appeals going ahead.

Otherwise it's all smoke and mirrors. How much in excess of the annual allowance does RA top up the Rebels and the Waratahs? The Brumbies must feel dirty. The RA and Cheika are deluded if they think that bringing back the on contract Luke Jones from Bordeaux will solve a problem position. Jones like Toomua signed an extension with his club more than a few months ago. From memory it was this time last year he signed that deal and Jones said he will come back to Australia after the ink was drying. Bordeaux have only selected Jones in one of their sides over the past 10 games. Good on them. It will teach players through their agents not to tap up contract offers after signing extensions. Given his lack of match practice it is unlikely that Jones will make the tour squad.
