Are they all too poor/cowardly/lazy to travel to Perth for one bloody pre-season game?
What makes you think it's not a Tongan team preparing for the PN Cup? That was the case with the Samoans. Not saying it is the case. Just saying it may be.

Most of Tongas best players are in club rugby in UK and France and in NZ S15 teams, so not a high chance Tonga will send they're best team for a scratchy in Mandurah.
Plus RWA called them an invitation 15.
Pretty much holds true for the PN Cup as well dunnit?
