Veteran rugby administrator David Moffett is calling on the Government to help stem the flow of New Zealand players offshore.
The All Blacks could lose Dan Carter this year as he is out of contract and may chase a more lucrative financial package in the Northern Hemisphere.
Moffett says the situation is dire but the Government could help by offering tax breaks to top players, much like they do in Ireland.
Brian O'Driscoll for example has been offered huge amounts to play outside of Ireland but he has stayed because Government there has given him an incentive to do so.
Moffett says the All Blacks brand is huge worldwide but it will be worthless if the top players are no longer playing at home.
