Them's the competition rules. Always has since the Districts Comp was disbanded.

No injury/stoppage time in any grade except Premier, even in finals (including GF)

If there's a draw at the end of normal time there is provision for extra time (except U/18) and, if still a draw, the team finishing highest goes through to the next final. If a draw after extra time in the GF then the premiership is shared.
