The Government says it supports a plan by the ACT Brumbies to investigate whether it can upgrade its Griffith headquarters by building units on the site.
The Super 14 rugby union club wants the Government to vary the Territory Plan so it can build medium density housing on the site and upgrade its training and administration facility.
The Brumbies say the redevelopment would improve the clubs financial situation.
Currently the team has to sweep the Griffith Oval before training to ensure there are no syringes on the field.
Sports Minister Andrew Barr says the current facilities are not suitable for professional athletes.
"We recognise the importance to the Brumbies of securing their financial position and we also recognise that their training facilities are probably the worst in the Super Rugby competition," he said.
"So we do have a view that they should go out and consult on this new proposal."
Mr Barr says the site is in an area where higher density housing is an option.
"It would appear on first glance to be broadly consistent with those policies but of course we'll need to see some more of the detail of the proposal," he said.
"I'm sure the community will have a variety of views that they'd like to express."

Brumbies HQ at Griffith oval is a picturesque location... The Brumbies purchased an extension to their property last year which was an old bowls club. They wish to redevelop this site and use some of the development cash to rebuild a new HQ base. The Griffith oval is great location however they also have Manuka oval just down the road, the AIS and HMAS Creswell at Jervis Bay.
Ballymore is ugly, old and abandoned...

correct me if im wrong, but was the land not purchased with a loan from the ARU because the ACTRU couldnt afford it, as opposed to the QRU which own there land which is worth a substantial amount more then the land at Griffith..
Ballymore is not the flashiest new stadium in the country, but the training facilities and extra fields are top quality, its location is worth $millions, and pending the planning approval with the BCC, Ballymore is going to be upgrade significantly in the next few years.
