New Anti-Siphoning legislation(prob approved early next year).
The new legislation sees the introduction of a 2 tier system to allow for the new digital multi-channeling, as below:
Tier A is described as "nationally iconic events"(NRL GF, AFL GF, Melbourne Cup etc)
Tier B is described as "regionally iconic and nationally significant events"(Olympics, NRL/AFL Rd matches etc)
So for Rugby in Australia this is a break down of of tiers:
Tier A: Rugby World Cup Grand Final
Tier B: RWC(All QF's and SF's as well as any pool matchin involving Australia) and every other Test match(tri-nations etc) involving Australia, played in Australia, NZ, SA or as part of the ‘spring tour’.
FTA broadcast requirements per tier: Tier A: These events would be required to be shown first on a free-to-air broadcaster’s main channel
Tier B: Free-to-air broadcasters may premier on a free-to-air multi-channel.
To sum it up for you West Australians, RWC GF will be broadcast live on the main channel, all Wallaby test matchs and RWC finals matches will be broadcast live on either the main channel or the digital multi channel.
There is only a slight allowance to delay events depending on news broadasts or overlapping events.

has not Foxtel already obtained the rights to the RWC & are going to show every game live?
do they have to onsell these rights to the FTA channels?

Coach, yes there is a emphasis on live matches, they cant legislate such a rule as there always conflicting issues like breaking news stories or potentially overlapping events... However apart from those mentioned issues, the broadcasters are required to broadcast the events live or near live.
Brokendowngunfighter, Channel 9 secured the FTA rights to the 2011 and 2015 RWC, Foxsports have also secure the paytv rights to broadcast all matches live as well.

yes if they have the rights they have to show it, or give it to another channel...
Actually, i was wrong on the events been broadcast live...
Tier A events must be shown live and in full. Events on Tier B must
also be shown in full, and commence within four hours.

as you may know the FTA channels over here very rarely show sport live.one day cricket for example is shown on 2 or 3 hour delay(depending on daylight saving etc)
rugby tests played in Australia are delayed by several hours,as are some,or most,overseas tests

Yes well hopefully now that the stations are allowed to use there alternate digital channels the Wallaby matches will be broadcast live(or close to) on them. They are least have to be broadcast within 4 hours, which when factoring in time zones, even if the broadcasts are delayed 4 hours, they will still be on around 9pm(AWST)
To be honest, i doubt the stations will delay the broadcast at all, since they have the 4hr restriction, they might as well broadcast the match live in WA and seek to compete with Foxtels audience.
The FTA stations wont broadcast sport live if it interferes with the 6pm news

yes but the news is reserved for the main channel, that doesnt mean rugby cant be broadcast on the alternate channel at that time

I think (and hope too) that TOCC is completely right. 9 have both GEM and GO and the rugby surely would rate better than some of the rubbish they put on those two.

On e flip side, the Sporting match can steal viewers from other channels who may have been watching another channels news program etc etc...
Either way, if they whish to protect the news then it means the match will only be delayed an hour...It however wouldn't make much sense for a channel to delay a game for just one hour when foxtel are broadcasting it live, delaying it will mean significantly less viewer.
