I imagine it's so they can get away with fewer 'crowd safety' staff for an hour or so and thus save some of the hire cost. Sad state of affairs really :-(

I know it would be a part of the ground hire and its regulated as to how many crowd control people have to be at a given event but I really doubt that people are going to be rolling up to the curtain raiser pissed off their face to cause trouble.
FFS people. Try to look at the positive of a curtain raiser. There is a cost to everything and Rugby WA are not exactly rolling in it. If you want to see the U20 do so. Then move to your seat when you can.
