I believe that Peter O'Meara did what needed to be done.
He was loud and brash and while his recruitment techniques may have upset some. He trod on toes, upset the established teams and the ARU heirachy. Everything that was needed to get a foot in the door of Rugby. Whilst doing his job in the exact way that was required, it would become his undoing.
The treading on toes and knocked over apple carts became a obstacle for RugbyWA and the Western Force. The only way to fix it was to recruit a CEO from within Rugby, an established Executive that could walk in to ARU headquarters without having the staff their hiding the stationery.
Greg Harris was recruited to repair the damage.

I dunno..he managed to follow the Coaching staff around pretty well Friday night.

I shouldnt comment on Harris' performance as I'm not familiar enough.
I pity him though. Came in at a tough time.
Maybe he needs to take some firm action with his players and support his coach.
It appears, though I stand to be corrected, that he's done the opposite so far.
Considering the minefield that he walked into he seems to be doing a pretty descent job. What club signs more than half its high profile players to contracts ending in the same year. Harris can't be blamed for the poor decisions of previous administrations.
