Each country woulsd play the same number of games. two games against each of three opponents rather than three games against each of two opponents.
There would need to be more competition rounds though. SA could get their commitment out of the way early in the same way that they have arranged for 2011

No, two games a week instead of one = six match weeks instead of nine. Throw in a couple of bye weeks and it's still shorter.
