Make them all play barefooted (but check their toe-nails before the game).
However you change the rules or change the value of penalty goals, etc, the best teams will play to those rules and will field teams capable of exploiting them, and will be successful. The ones which can't adapt will do poorly. While it might change the "spectacle", it's debatable if it would change the results.
