My understanding was that it was fairly refered to the TMO, the TMO made no decision and gave it back to the Ref who not only dissallowed it but then called a lineout, having previously asked the Touch Judge if he was out. The TJ had said no which is why it went to the TMO as the TMO can't adjudicate infield from the corner post. Therefore a lineout was never a correct decision, it had to be a 5m attacking scrum for the Force for being held up or a 5m defensive scrum for the Saders for a knock on.
As the Saders never claimed to have grounded the ball (as they hadn't) a 22m dropkick was not on the cards either.
How the player was not out before the TMO and was out after the TMO will remain one of rugby's great mysteries!

I thought that the ref asked the TJ if he was out, the response was no he was in. It then got referred to the TMO for the grounding (which was clearly in and grounded correctly before they rolled him) and the TMO referred it back to the ref...

What a balls up in the end.

The grounding was good, the TJ was in the perfect position to see if he was out at any stage and the ref dropped his bundle
