Blah, blah, blah - that article is just further speculation. Patience is needed. I'm sure it will all resolve itself in time. The next Super Rugby season is quite a long time away to be fair.

They would need to be tripping on natural LSD to think they are doing a good job, and patience will see us through.
The thing is that they probably do think that they are doing the best job possible given the circumstances. The big problem is that they do not appear in any way capable of planning to manage those circumstances. They will whinge that the ARU isn't funding a local academy, and that's a load of crap, but whinging about it won't change it for a second. Spend half the 400k profit recently reported on an academy. We won't survive without one. Or spend a chunk on arranging a development tour. Or a two way: Development tour + hosting an opposition team. They will complain about the cost of players, so be much smarter with recruitment. How cheap would guys like Scott Fardy or Hugh Pyle have come to their franchises? And how well did the Reds bring back in experienced journeymen like Beau Robinson, Radike Samo and Adam Wallace-Harrison. On the whole, we have been pretty dreadful in this area.

The current situation is hard. They have to learn to be even harder.
Blaming their parents (the ARU) won't change things, hiding from the truth won't either. They need to face reality, make the hard decisions and remember that in order to win you have to be willing to risk losing. This is all much easier said than done, but it is what must be done if things are going to change.
