The catch, with the Argentinians playing in SH tournament, is that the majority of their "first string" players invariably play club rugby mostly in France. Whilst a full strength side would be creditable, we would be unlikely to see it.
Having said that, I do think it is beholden on the current SH unions to open a genuine dialouge and see how it could be worked out. Even in the Argies did a 3 nation run through tour each year. Thats 3 more test matches than they play now.
As with the combined creation of the Tri Nations and Super Rugby, I would think that any inclusion of Argentina into an expanded SH National comp would have to involve two teams entering the Super Rugby comp so that they could maintain a Pro player base in Argentina.

its a good idea and it would make it more intresting but im sure there is reasons why they are not already doing this like some of the reasons uglea said.
the world rankings wont change much because aus,nz and south africa all benifit as well.
