Of course they bloody do. They just have to refrain from doing it publicly most of the time. I can't be arsed looking it up but I'm pretty sure our coach mentioned his frustration in a presser earlier in the season. And he's a long way from being alone.

Our defence tight was brilliant but totally outplayed wide . You can’t break the opposition line if you haven’t got the ball .... All the the good plays came from ball retention not box kicks and fairly aimless downfield torpedoes.

That was game 1 after coops gave the Brumbies a clear and decisive leg up.
Berry wasn't as bad as that though. We earned most of those penalties as a result of the Brumbies deciding to brutally pressurise us with one of the best rolling mauls in Aussie rugby.
It was impressive confidence considering we'd driven them out multiple times, a number of them without penalty (which is bloody rare)
We clearly matched their maul but they just kept hammering it, when a lesser team would have an attack of nerves and point to the sticks.
Fair okay to them, they burnt all our gas in the first 30 minutes and we were pretty much fucked from there

Dragons game started at 3 so I took an early knock off and watched that live then swapped to the Force game on a slight delay but caught up to the live broadcast by skipping the half time chit chat.
Brumbies scored again in the 58th minute and I'd had enough and decided 25 year old Seinfeld repeats would be more entertaining.
My take on the game is this in the 7th minute or so we had an attacking scrum Force barrelled through held tight whooped the brumbies scrum, our scrum still had control of the ball, and Berry rest the scrum. Now 99% of the time this year thats a penalty for the attacking scrum except last night. X it set the tone for the next 30 minutes, 7 penalties to zip, as to which most teams cannot compete against. So yeah a pretty fucken critical decision if you ask me.
Now if a player or coach gets up publicly and says that ref was shit well it then costs them or the club a hefty fine. so of course their not going to complain. THATS certainly not to say that they weren't the better team on the night but decisions like that set the tone for the rest of the game, certainly made his mind up on Slipper pretty quick as well.
The most penalised team in the comp and they don't concede one in the first half, yet 75 seconds into the second half wallah penalised.
Someone in the Sea of Blue FB group posted this analysis of the rise of the Uruguayan team in the lead up to the 2019 World Cup. It’s a great watch. I think there are some similarities to where the Force is right now.

X, a member posted some criticism of a few referee's. decisions. You turned that around to imply he meant they cost us the game. I took the opposite view. You furthered that by saying coaches and players never criticise. A head in the sand view, at best.
