I would think the extent of their powers would depend upon the makeup of the company's registration. If the company is listed on the asx there will be nowhere for them to hide, if they are listed or registered in another jurisdiction then that may vary. The inquiry only has the power to make recommendations anyway Sao the real value is in exposing some of the corruption to public record. The inquiry could recommend that the accc prosecute, it could recommend a government watchdog be set up or it could recommend suspension of federal funding,but apart from that limited powers to prosecute, extensive powers to investigate.

Seeing as SANZAAR operates 2 competitions within Australia and they have employees who are taxed within the Australian system, i would think the Government would have the power to investigate them and seize documentation if required.
Are they sanzaar employees or ARU employees?

A private company still cannot cook books.
Their commercial deals are joke mainly due to the behaviour of the one and only John O'Neill back in 1996. Strangely this hasn't been addressed.
According to David Moffett who has posted on the ARU's website that he is willing to help the Force's case (tip for Hansie) O'Neill vetoed Heineken Cup style competition wide commercial deals as it didn't favour the ARU. This led to a dog's breakfast featuring each country having their own title sponsors including SA having a tobacco company as their major sponsor despite it tobacco sponsorship already been made illegal in Australia and NZ.
