Why bother with the 15 minute period then. Do as they do in the NFL/College Football in the States. If a player commits a Red Card offence eject them from the game. Meaning they have to leave the field of play and sit out the rest of the game in the locker room. Their team can replace him immediately but that would essentially cut their number of available subs.
So instead of the 7 reserves they have only 6 and fatigue becomes more of an issue. Could also look at restricted the number of subs available for the team to use. Say if the number currently sits at 10 then it gets reduced to 8. So a send off wouldn't directly impede the game but would make things more difficult with game management as fatigue sets in.

HKRU CONFIRMS INVOLVEMENT IN GLOBAL RAPID RUGBY
The Hong Kong Rugby Union (HKRU) is pleased to confirm its involvement in the upcoming Global Rapid Rugby season.
Hong Kong will field a team under the auspices of the Hong Kong Rugby Union in the upcoming competition, while the organizers have also engaged with REAL Sports and Entertainment, the HKRU events company, to provide competition management services for this groundbreaking new competition.
The team, as announced by Global Rapid Rugby, will be called the South China Tigers and will consist of players from the HKRU’s Elite Rugby Programme and Elite Sevens Athletes Programme, including Hong Kong men’s national fifteen and seven-a-side squad members, players from the HKRU Premiership, and established stars from around the rugby world.
It is hoped that eventually players from rugby associations across the Greater Bay Area will be involved.
Drawing upon REAL’s unparalleled expertise in hosting major international rugby events, including the Cathay Pacific/HSBC Hong Kong Sevens, Bledisloe Cups in 2008 and 2010, and the first ever British & Irish Lions match in Asia in 2013, the organizers have retained the Union to provide competition management services across the 17-week season.
Mr Robbie McRobbie, Chief Executive Officer of the Hong Kong Rugby Union commented on the Union’s involvement saying:
“The HKRU is excited about the potential of Global Rapid Rugby.
“Participating in this innovative new competition will help further our domestic aims, including seasoning and preparing our national team members for international competition, as well as assisting in our efforts to identify and retain eligible players to represent Hong Kong.
“Given the establishment of our first ever professional rugby programmes in the last decade, and our current participation in the Rugby World Cup 2019 repechage in France, it makes sense at this juncture for the HKRU to seek out more and more competition at a high level.
“We are also excited that REAL will provide tournament management services for the new competition, which furthers our standing in the international game, and provides another important portfolio in our increasingly diversified offering.
“We continue to believe that Global Rapid Rugby can be a very positive development for Hong Kong Rugby and the Game in Hong Kong and across the region,” added Mr McRobbie.
The team logo, playing kit, management team and squad for the inaugural season will be announced at a later date.
The Global Rapid Rugby season will kick-off in March 2019.

Like I said, I'm open to be convinced by watching it in a game situation, but I think lessening the sanction will result in greater levels of infringement. we'll just need to wait and see.
Perhaps, if Refs were less reluctant to go for the red card, it might clean the game up....There are definitely two sides to the argument!

Yes, but once they replace him they still have the rolling subs to cover the fatigue factor. By allowing him to be immediately replaced and the total number of subs they are allowed to perform it forces them to shift their game management plan. Sending him off only to replace him 15 minutes later while still maintaining the 10 subs limit is more of an inconvenience as you could very well manager fatigue through the use of those 10. But say if the player was sent off in the 45th minute and you've used 6 of the 10 subs as has the opposition but then with the send off the number you can use goes from 10 to 8 then you suddenly have issues with your game management and fatigue.
For the record I also think for every YC you receive you also loose a single sub allotment while red cards equal two.

I saw it as reducing myself. But with the additional 15 minutes of 14.
I think it's accepted that the other side gains a ten minute advantage against a side that incurs a YC. This doesn't necessarily define the outcome of a game. A side can still recover from losing a player for ten minutes and they can also recover from losing a player for 15 minutes and at the same time a clearly demonstrable penalty has been applied. A good example is when someone receives a YC on behalf of the team when a string of penalties require a stronger penalty.
