Russia was full of committees and what happened to them?
The Union of Soviet Socialist Republics had a commitee or two but it was the Central Commitee that wielded the real power... (with a mighty stick!!!) A reasonable analogy- there needs to ONE over-riding authority- one that can veto anything any commitee decides on - after all, commitees werent hired to be the coach- the coach was! Who is responsible, who takes the brunt of it all when things are not rosy? well generally the coach- not the commitee (not that match commitees don't have their place , mind you, in an advisory capacity) -
