Rugby School 1859.
I googled rugby and this came up:
The innovation of running with the ball was introduced some time between 1820 and 1830.
If William Webb Ellis was responsible for this innovation as stated in Mr Bloxham's account, it was probably met by vigorous retribution but by 1838-9 Jem Mackie, with his powerful running, made it an acceptable part of the game although it was not legalized until 1841-2 initially by Bigside Levee and finally by the first written rules of August 28th, 1845.
Mr Bloxham was a student at Rugby School at the same time as Webb-Ellis but left some years before him. His account of what someone else witnessed (probably his brother) is the only evidence on which the story is based.

Whether the story's true or not, people's perceptions of it have changed over the years too.
A lot of people repeat the whole thing about someone picking up a soccer ball and running with it but that's actually not what the story was about. Players were actually already allowed to handle the ball back then; the rule was that, if the ball was marked, he was then allowed to move back off the mark and have a kick (like in Aussie Rules today). The point of the legend is that Webb Ellis took the mark and then ran with it instead of going back and kicking it.
