This is a touchy subject and one I am very familiar with myself. If you ask old man cringle, he rationalises his move to limit computer usage by saying 'time spent on the computer is time spent not studying'.
Of course it is unrealistic to suggest that a child should spend every waking moment studying (or at least I think it's unrealistic... don't ask for OMC view on the subject) so they should be allowed to use their computer for leisure activities on their study breaks.
I'm a firm believer in letting the kid know their education is their responsibilty and they can work as much or as little as they want to because ultimately they are the one who will have to wear the bad grades if they spent too much time on their computer.
