Joondalups main problem, if they get a Prems side, will be trying to stay competitive in 2nd and 3rd grade. A lot of established clubs have guys that have played 1st grade for many years, but have dropped down because of age or family commitments etc Or you have guys that could be playing 1st grade, but can't be arsed training so end up playing 4th or 5th grade. These guys can all step up and fill in when injuries occur. Joondalup won't have that luxury. They'll have a couple of injuries in 1st grade and end up having to play guys that are well out of their depth. They need to somehow recruit 35/40 guys, not 15, otherwise they'll just be the whipping boys for years to come. The smart thing, would be for WARU to not insist they have 1st, 2nd and 3rd grade sides. Maybe just 1st and 2nd or 1st and 3rd grade and then whatever social sides they can put together. But then WARU don't do smart do they?
They have been told they have to be able to recruit 30 players for Premier and Reserve grades if they want to be a Premier Grade club. And that is without taking/poaching/buying/ attracting players from other Premier Grades. Not possible. End of story. End of Premier Grade aspirations.

There are a couple. They will not be competitive in the first few years. But they will get there. 10 pound poms and saffas are taking over the north, they bring with them rugby die-hards.

Correct. When I played in the UK, the 1st team is invariably playing a different team and grounds to the other teams so you don't get to watch the other teams play. However the lower grade teams are evenly matched in the leagues they play in. That is not the case in WA. It's the same old clubs finishing 1, 2, 3, 4 year after year in at least 4 grades. It's boring and non competitive. WA rugby needs a complete overhaul. It's not until you travel and play rugby overseas that you realise what a pisspoor state WA domestic rugby is in, unless of course you are one of the 'big four'. RM - feel free to join in
