Simultaneous bids for 2015, 2019

SIMULTANEOUS bids will be sought to host the Rugby Union World Cups in 2015 and 2019, International Rugby Board (IRB) president Bernard Lapasset said.
The bidding process should be fixed by the end of 2008 with the choice of organiser for the 2015 edition expected to be decided by the end of 2009 or beginning of 2010.
"I've asked that the candidates benefit from a time limit of one year to be able to work on and improve their bids,'' he explained.
Lapasset did not rule out that the choice of host for the 2019 edition would also be named at the same time as that for 2015.
"For the first time all the nations will receive a letter explaining the selection criteria with a view to the selection of a host country for the World Cup,'' he said.
Lapasset added that several countries had already shown their interest in hosting the 2015 event including Japan, Italy and England, who were considering whether to launch an English bid or one from United Kingdom.

So, anyone else think they are naming both so they can give lots of heads up to the winner in 2019, so they can award it to a very "minor" country (economically at least) with a recoverable position if it looks to be going wrong...what odds Argentina?
Japan
Having been beaten for 2011 (and dudded in my personal opinion), Japan will be expecting 2015. I am not sure their patience will stretch as far as "you can have the one ten years from now" and, with the facilities they have available, they certainly don't need 10 years lead time (which is the only reason I can see for naming both simultaneously).
Japan as the cash cow and Argentina the next one

Yep, Japan as a doorway into Asia for mine.
They woz robbed last time anyway.
Then if not Argentina then I would expect North America.
Would love to see one based in Italy with Romania, Georgia and Russia hosting at least matches if not Pools though!

I can't see Argentina happening. The time difference would cause havoc and TV rights bidders wouldn't offer so much cash. Having NZ about 11 to 12 hours in front of England is already going to lose lots of money in that way. Japan is good because the time difference is less and the money is there. Expect the next three world cups to be the UK, Japan and South Africa. Not necessarily in that order.
