I agree with getting such a concept up and running first before worrying about expansion. I get that. I guess I should have explained it better. At least from a NSWRU perspective. Soon they won't have the Tahs to administer. The opportunity will then exist to focus on say Western Sydney. Set up a youth Academy in the region. In a few years if the model is viable (cannot see how it couldn't be) enter a team then. Same could occur for all the Unions. Build depth and provide Competition above Club Rugby for aspiring player's.

Another option would be to invite Argentiean teams into the fold or even Islander's. They could base themselves in Australia. Considering the IRB enthusiasm for them to enter the SANZAR alliance they alongside the UAR could foot the costs. That way it doesn't cost the ARU/State Unions anything and they get a reasonable level of competition.
