I didn't watch the game but it wouldn't surprise me if Kaplan saw the replay of the Brumby's forward pass try (again I haven't seen it but I hear it was forward) on the big screen and thought "Shit. I've really cocked that up and screwed the Rebels. I have an idea: I'll gift the Rebels a penalty to even things out".
Ideally, he wouldn't have stuffed it up in the first place. But at least the correct team won. Kaplan is a douche, though.
Smoke me a kipper, I'll be back for breakfast.
Kaplan won't get to take charge of another Brumbies match...they're bound to complain like the did last year about Steve Walsh(?).

But good on the Rebels because they never gave up! When Mortlock scored his try, you could see him saying, they just needed a penalty to win!
