For once seriously consider the ARU is is honest and serious about his aim to kickstart the Force
What is needed?

One of the major issues with the Force is attracting quality players (and keeping them).

Seeing the ARL hit the speed wobbles the week with Parra, has a salary cap worked in ARU?. So far it seems it hasn't really helped - do we need it, or does it just need to be beefed up, and policed properly. Anyone got any better ideas?

This has been talked about on here ad-nauseum, so I won't bother explaining the situation again, but in practical terms there is no genuine salary cap in Australian rugby, so we can't really say if it's worked or not.

It's not a genuine salary cap and it most certainly has not worked.

The ARU needs to remove themselves from the contracting process completely apart from being the governing body that registers the contracts but there are probably various groups that enjoy the status quo at the moment, NSWRU, QRU, RUPA.
