So did Palmyra bring them over or did the Western Force? Seems strange if it was the Force that they would be allocated to the team who is top of the ladder in 1st and 2nd grade so they can play bench in reserves when they could be starting in premier grade for one of the clubs that are struggling??

Depends on what you're asking. Plasma TV's arrived in Oz about 2008 and were obsolete by 2013. So there's your timeframe.
If you're asking about the imposition of commentary qualification criteria; I think it's about the same era. But I could be wrong as I don't have the necessary clearances

That date range is only an estimate of the introduction. I don't know of any grandfathering clauses. But, again and as most of the US Congress apparently, I don't have the necessary security clearances to be definitive.

Interesting reading the official Squad page at the moment. Despite still being available as the "2023 Squad List" they have eliminated profiles for the majority of those departed but not added those coming.
Departure exceptions being Robertson and Slack-Smith as far as I can make out.
Encouragingly Medrano is still listed.
Meanwhile it appears the Womens listing is unchanged (ie Martha is still listed) and likewise the Academy.

If the Rebels don't want him (and they have Fa'amausili, Gibbon, Eloff and Talaki, or did this season) then I'd welcome Cam Orr back, certainly. Didn't he play either side of the scrum, too, or was he just a loosie?

Yep, I think I mentioned this one previously. Saw he had been cut from the Rebels and assumed we were already talking to him, would be a no-brainer you would think. But then again you would think re-signing all the Mataele's would be a no-brainer but they haven't done that either
