As prone to cynicism as I am to all things Melbourne (the City) and Rebels, I do hope this works out and I can see merit in the model of moving to a more sustainable suburban setting closer to a core community, rather than trying to engage at a central location a smattering across Australia's biggest city.
The main party to the concept literally has the resources to build a +1000 dwelling suburb/city, so they are no small fry, and reading the Board profiles of Western Melbourne Group they have a strong Business and sporting background.
I think a "locally based" team will engender greater ownership at the local level (they oft repeat Pasifika population) rather than at a provincial level with so many competing sports.
In AFL we saw that with the large transition from Eagles to Dockers fan base when the Fremantle team was formed.
Hypothetically, I think you would see a similar tribalism occur if a team was formed in Joondalup, many that can't justify coming to the City (HBF) I'm sure would go in to Joondalup from local suburbs up the coast.
The Western Corridor is going to see the facilities built regardless, it isn't contingent on getting the Rebels, and looks like a pretty impressive complex-
